Graciela Miralles Murciego

Graciela Miralles Murciego, PhD, LLM, is a lawyer at the Competition Policy Cluster of the World Bank Group. In this function, she has been involved in a wide variety of operational and analytical projects to promote competition policy reforms across countries in Middle East and North Africa (MENA), Latin America (LAC), East Asia Pacific (EAP) and Europe and central Asia (ECA). In the MENA region, she has co-led a multi-year project that the World Bank Group is developing in Kuwait since 2013. Within this framework, she has been the technical lead of the Review of the Kuwait Competition law as well as the drafting of a new merger regulation and merger guidelines for Kuwait. Graciela has been the main author in a wide variety of implementing instruments for competition authorities around the world including fining guidelines, leniency guidelines, a public procurement guide to design more pro-competitive tenders and model protocols with a number of sector regulators. Graciela has been involved in the revision of the Competition Laws of Romania, Georgia and Mali, among others. Additionally, Dr. Miralles is leading the outreach agenda of the Competition Policy Team regarding the relations with the International Competition Network, especially focusing on Competition Advocacy.
