Sabine Zigelski
Senior Competition Expert, OECD
Sabine Zigelski is Senior Competition Expert at the OECD Competition Division in Paris since 2013. She is responsible for Working Party 3 of the OECD’s Competition Committee, which focuses on enforcement and international co-operation. Previously, she was in charge of the OECD-GVH Regional Centre for Competition in Budapest, which provides competition law training seminars to officials from East and South-East Europe.
She supports the wider work of the OECD Competition Division, works on peer reviews, background papers (recent work on hub-and-spoke arrangements; gun jumping; criminalisation of cartels and competition compliance programmes, international co-operation), conducts trainings on bid rigging and competition assessment, and represents the Competition Division as a speaker on international conferences.
She regularly lectures on vertical restraints at the Florence Competition Programme. Before joining the OECD, Sabine worked for more than 20 years as a senior case manager at the German competition authority, the Bundeskartellamt. This provided her with extensive experience in merger control, cartel prosecution and abuse of dominance proceedings in a variety of industry sectors.
