Competition law and energy: Between emergency rules and normalization

In this session, we focus on two key instruments: (i) the Temporary Crisis and Transition Framework for State Aid measures to support the economy following the aggression against Ukraine by Russia and (ii) the Commission Proposal on the Electricity Market Reform. One measure is set to expire at the end of the year while the other will probably not become law until the end of 2024. The electricity market is therefore caught between emergency rules and future rules promising a major overhaul. We aim to discuss the interplay of these two instruments and what this may entail for the application of competition law in the sector.
