Francesca Morra heads the Italian energy practice at Herbert Smith Freehills. She specialises in energy and competition law. She has acquired material experience in the energy sector, where she has advised several market operators on contractual, regulatory and competition matters (including TPA exemption applications, golden power rules, import license etc.).
Francesca has extensive knowledge of competition laws, having dealt with mergers control issues, horizontal and vertical agreements, abuse of dominant position and consumer protection law. She has vast experience in the energy regulatory space (including REMIT, MiFID, MAR, EMIR) and industry contracts (EPC contracts, drilling contracts, gas sales agreements, power purchase agreements, storage agreement, transportation agreements, regasification contracts, general terms of supply to final customers, etc) and projects development.
Francesca writes on energy and competition law reviews, and she is often a speaker at national and international conferences.
She is recognized as one of the leading experts of energy and infra law in Italy by national and international directories: she has been recognised “Lawyer of the year – Oil&Gas” in 2021 and “Lawyer of the year – Energy Renewables” in 2020 by Top Legal Industry Awards, and she has been named “Energy lawyer of the Year” for two years in a row (2020 and 2021) at the Forty under 40 LegalCommunity.
